From the Roman Catehchism entry on Holy Feast Days:

On Sundays and other holy days of obligation, the faithful are obliged to participate in the Mass.

Ash Wednesday is not listed there, but I believe that it is such a day as described above.

*facepalm* Of course! For "Observation" read "Observance" throughout. And for "Sausage" read "Hostage" on p173.
